Dough for bread cannot rise in 1 hour.....I tried and it ended up being a very hard piece ofDough...waste of time and raw material :(?

Made this garlic bread.. The bread did rise from upside after baking in oven but the middle inside folded part was left undercooked.. Don't know what to do. Please suggest. I really love this dish.?

Should i reduce the temperature if i am baking it in a convection oven as i heard we need to reduce the temperature or cooking time to 25% while using convection oven. ?
